The inventor doesn't know parrots.
The device is positition below the shoulder, and therefore, as parrots usually go to the highest attainable point, the parrot will climb off the perch onto the shoulder.
Trust me, I have several parrots and they all prefer high places. Also prefer broader grips, such as shoulders provide.
